Illegal key characters in global data

I am having an issue with symbols in the fields. When someone uses a symbols (primarily the &) they are getting an error that says "Illegal key characters in global data". The form continues to submit fine but my users are getting confused because they think there is an error and are trying to submit multiple times. Any ideas?
