two problems - mandatory fields not working email not workin

I searched the forum and didn't see this.

There is an option to make a field mandatory and it doesn't appear to be working. Any user can type any informaiton and it's not detected, even if they leave it blank when I have it marked as mandatory.

Also, the email isn't coming though, I mean there is an email but it's all blank?

One last thing, the min and max number in the field don't work. For one field I have enter your number, with a min of 9 and max of 10, but when i test i can enter in 4 digits or 20 digits and it still goes though.
