tips.css missing

I get 404 errors saying that tips.css cannot be found.

Indeed it cannot be found installed or in the distribution package.

Please advise where the default tips.css can found please.

I am also having the same problem... i extracted the components last 3 versions available for download and the file is no where to be found.. cause tips to not work and is generating alot of 404 error codes in my logs. please help!
