Uploaded files path

Is there a way to define the uploaded files path to be something that a front-end user can copy and paste, to connect to the file?
As it is, I must enter something like
/home/users/web/my/server.path/joomlahome/images/stories/
for the Uploaded files path.

A front-end user cannot copy and paste that into a web browser, to view a file (photo, for instance), and many users would find it difficult to assemble their own URL, creating:
http://www.mypage.com/joomlahome/images/stories/my.jpg
from
/home/users/web/my/server.path/joomlahome/images/stories/my.jpg

Eu fiz um formulário de envio de imagens e notei que ao enviar imagens com o mesmo nome e extensao ele substitui o arquivo anterior, o que faço para isso nao acontecer?
